Anybody that provides 99.x% uptime is doing an EXCEPTIONAL job! Show me a server with 100% uptime, and I will show you a server that hasn't been updated, maintained or backed-up! In fact it is likely infected with a virus or worm of some sort. Critical updates require reboots and downtime... such is life. If you think you can do a better job yourself, just try it.
