I just took a trace and confiimed that you are correct.   We used to have
many problems with looping deliveries of large messages with an SMTP-only
MTA before we upgraded to IMail.  I saw a reduction in delivery bandwidth
because IMail looks at the overall largest message from the HELO response
and cuts off many deliveries early.

   As you note, it doesn't do the finer grained message size delivery
control for individual messages - this leads to some messages being
transmitted up to the size limit for the individual account before the
transmission is dropped.
