When it locks up we can't send any mail. I move all the stuck mail
to another folder and then start to copy the mail back to the
spool and then go to Imail administrator, view the queue and force
it out from there. We have added alot of users lately
like a 100K users?

. I've been
concerned that this may be the cause as to the extra load.
When it "locks up" and before you move the mail, is the memory full of Imail SMTP processes? CPU use near 100% Maybe you have a bad msg that zombies SMTP processes, they fill up memory, and then deliveries essentially die, with most of the rest of the machine.

When you move the spool/* to spool/save, does new mail delivery normally?
