Hmmm... I searched the RFCs for 'if there is not intelligible SMTP dialog, it's "SMTP unreachable".', but there aren't any that contain that. :)

Rod did point out that RFC2821 does cover this situation (it is a "connection reset", as a TCP 'RST' is sent), but as he pointed out, it could probably be interpreted either way (since the connection is reset before the connection is fully established).
yes, there's always some wiggle room, and even if there isn't, SMTP implementors often wiggle a bit, just trying to be helpful.
