Well a couple of ideas, but no fixes.

If you stop/start SMTP service, do the stalled messages get sent? How
about if you do the same for Queue Manager?

Maybe a copy of the Q and D files for one of the stalled message could
be sent to Support for detailed checking?

By any chance was IMail installed to the C drive any time in the past?
Maybe there are still some files/folders left over from that install
or something in the registry still showing c:?

Does this server have a large volume of email per day? Thinking about
the Listen Pipes setting, but just a WAG (Wild A$$ed Guess).

I remember an instance where a person had a space character in one of
his OHN/Host Alias fields and that caused really weird problems... If
I recall correctly, it was at the end of his hostname, so only by
editing each field in each domain, could it be seen.

Sorry, I don't have more ideas...
