Is it possible the user has an Auth type picked that isn't supported by IMail? Perhaps he has APOP picked and you don't have the checkbox on for APOP on Imail? You should have them verify how they are authenticating. You can see screen shots of eudora here...

Since POP works for them in Outlook it most likely is something like that I would think.
