How many seconds did you change your TIME_WAIT to? We changed ours to 60 seconds
after reading this on the Declude list.
We used to have these connection refused issues on our old dual pentium, RAID 5,
single partition machine. But ever since switching to a new dual xeon, 3x RAID 1
machine with 23 granualer partitions, we have elimitated the smtp "connection refused"
problem. It can't be stated enough on this list how important it is to have a good
disk sub system for high volume Imail servers. (thanks Sandy & Len!)
And I do see much less connections listed as TIME_WAIT now after changing that
registry value.

We have modified our TCP settings and have seen a big improvement
here. I'd be curious who else might see a difference or know of any
additional settings. This has been a serious problem here and it
was Ipswitch who stated we should change our NIC. Changing the NIC did
nothing but this TCP tweaking has had a positive impact.
