How many seconds did you change your TIME_WAIT to? We changed ours to 60 seconds after reading this on the Declude list.
I'd try 20, as was recommended.
We used to have these connection refused issues on our old dual pentium, RAID 5, single partition machine. But ever since switching to a new dual xeon, 3x RAID 1 machine with 23 granualer partitions, we have elimitated the smtp "connection refused" problem.
And I do see much less connections listed as TIME_WAIT now after changing that registry value.
but how much of the improvement was due to new box vs time-wait hack?
