100% of the improvement was due to the new box. I just added the TIME_WAIT setting 2 days ago, and the only visible difference since the change is less connections in the TIME_WAIT state when running netstat -an.
But we process ~100K emails a day, plus add another 5-10% for Sobig.F, so the TIME_WAIT change seems like a logical tweak.
