Len can explain it better than I, but when you bought your public IPs, you didn't buy them :), they belong to your upstream provider, in this case RR. They are only allocated to you.
If they are employing a subsriber block method, they will block EVERY dsl subscriber block from RR minus the acutal valid RR mail servers. To my knowledge this isn't done by RDNS, it is done by IP ranges.
