They most likely are doing as others have said: rejecting subscriber networks. The are probably giving the same message to the entire 24. subnet. We reject dynamically assigned networks too if we catch mail or spam from them. If we make a mistake an email or phone call will fix the problem as long as the DNS resolves properly.
