check your local laws and read your sla/tos before you do this, i remember reading 
something about a isp in virginia getting sued for killing off a customer who was 
colocating a server with them. cust was 3+ months past due and when isp cut the line. 
customer went out of business. they sued for damages, loss of revenue ect.. judge said 
the isp did not give the customer reasonable warning to the disconnection of service. 

personally I would make a rule for the domain that all mail goes to another mailbox on 
your server, deny pop, imap, web and send a certified letter stating if payment is not 
made in 15 days all accounts will be deleted, and email on server will be stored for 
90 days then deleted. make sure you note that email will not be realeased until 
payment is made and if you can get away with it charge a storage fee.
