The  services determine valid users by looking in the Registry, not in
the file system. That's the only place you have to manage.

The  user directory in the file system does not have to exist for mail
to  be  accepted,  for example; it is not involved in mail submission,
and  restricting service access to the file system is NOT recommended,
as  it's  a  good way to lose mail after submission and will not treat
your issue/goal.
