Sort of.

Doing  it this way will have at least one entirely undesirable result,
which  is  that  anyone  using  POP3  who leaves their messages on the
server  will get duplicate messages, upon resumption of service, which
helps  neither  side.  In  addition  all  login  processes will take a
significantly long time as they wait to time out file locks, consuming
server  resources  and  in  that way punishing the hosting provider as
much as the customer.

I find this far inferior to locking out the account access completely,
though YMMV.

The  point  is  that  the userbase is stored in the Registry; the user
mail  directories  are  not consulted to determine user existence, nor
password validity. If you want to lock people out with minimal impact,
you use the userbase.
