Nope,  that's  not  it: neither of those IPs allow incoming traffic on
port 25 (and the fixup is known to break AUTH, not anti-relay).

What provider are you using? If it's one that's on a private blacklist
for hosting spammers, you're in trouble (though this would not usually
be sensitive to one host over adjacent host, it's possible).
