Not sure, I am running the programs downloaded from here:
http://www.turner3d.net/UBMSetup.exe and
http://www.turner3d.net/PLMSetup.exe

I am running these on Windows 2003 server just fine now. Maybe an old version got copied up there. Curt may have to check it out.
