You might want to try a mail distribution system. The theory is the system
collects mail from the alias and has a list of users to send it to. The
agents (users) sign in and become available to the distribution system which
ion turns either pushes messages to them or gives them a time-prioritized
list of waiting messages...One system like this is called AnswerTrack. There
are a myriad of others available on the market.
