This was a straight upgrade over a ghost of the existing 8.05 setup.

The only thing to change not done by 8.1x or the HF was I took out the
advance spam check that Heiko Herrmann made available to the list a week or
so prior to 8.10 being released as I wanted to see what 8.1x would do in
terms of spam control without additional add ins.

It sounds like something is not configured correctly.  This sounds like
smtpd is getting the message but is not telling the queue manager about it.
Do you have some type of plug in between STMPD and the queue manager?
What's in your SENDNAME?
