You're  missing  the  point,  it doesn't matter how many lesser priority
e-mail  servers  are  defined.  If  the  final  delivery  point (highest
priority)  server  explicitly  or  implicitly says "Not right now, try a
little later" than that's what a properly written MTA will do.

The  intent  of  having lower priority MX's is that they are 'closer' to
the  final delivery point than you are so if the final delivery point is
down it's worth while to give the mail to a secondary.

It's *NOT* to have a tiered, pay me $$$, preferred customer hierarchy.
