I have a similar problem with my server. A user attempts to modify an inbound domain processing rule and gets message "Page can not be displayed" in browser window. Then the webmsg service stops periodically thus kicking everyone out of their web interface. Within a couple minutes the service starts back up and everything seems fine until he tries it again.
