Outlook has a feature that allows you to 'expire' messages (click on
options when writing a message using outlook, and you can select the
'expires after' option).  My guess would be that the sender is sending a
message with this expiration enabled and then the other Outlook clients
interpret that message as no longer available when you try to open it
after the expiration date.  This would lend to the fact that you can
open the message through the Webmail interface.

I am not an Outlook Express expert (We use the full version of Outlook
on campus here), so I don't know if the message expiration option is
available to the Express users, but I have found that reading messages
in Express pick up the properties of items sent using the full version
of Outlook.

"All Messages" is already selected in the affected users' inboxes, so
that isn't the problem here.
