The T0; and the X-RCPT-TO: can and will be different. The To: is what the
sending e-mail client configured the message to display as the recipient.
But, as Dan pointed out, the To: could actually be an alias resolved to a
different address. The To: could also just be a place holder, with the
actual recipient as BCC or CC.

The actual recipient is who the sending e-mail server told your receiving
server what it is, not what is display on the To: line.
