How is DDoSing a phishing site, fraud/theft by defintion, illegal or even unethical? Same for websites that exploit browsers to drop spyware (often to steal passwords and cc/atm numbers) on the web visitors?
The level/growth/variability/internationality of Internet crime far exceeds any one nation's laws, and even if the laws existed, the enforcement would be ineffective.
