licenses can be transferred from your old PC to a new one. It appears that all
Volume Licensing options are for upgrades, at least as far as the OS is
concerned. Not sure about Office, etc. Just an interpretation of course, not

but IMHO you have a legal license to the original operating system. If
Microsoft allows an upgrade from that platform to the one you want, then
all you need is an upgrade. At least that what I would do and would feel
