OEM stays with the computer, dies with the computer.
You are not allowed to transfer an OEM license to another computer. Retail
Boxed, Open License, etc. you are allowed to transfer between
computers.

Question. A pc comes with 95,98,or W2k installed from the pc manufacturer. That is an OEM license. When that person wants to upgrade to XP, would they purchase an upgrade under open license agreement or would they need to purchase a full?
