So to work properly there would need to be an additional list of attempted email senders that could be reviewed on a weekly or daily basis to find those emails from sources that you do care about. For instance if all email senders were listed and searchable, you could look for bank records etc, then add them manually.

I think this is extremely viable, but as you noted there are some initial problems that would need to be worked out.
