'insert an X header. Then bounce the message based on a rule.' Please don't accept a message and then bounce it. That is known as backscatter and makes you a spammer. Spamcop and maybe others will list purveyors of backscatter. If you can't reject at the smtp session, then just discard.

If IMail could bounce a message from a blacklisted host upon SMTP connection, you wouldn't have to waste the extra bandwidth of accepting the entire message into the server.
