Marcus, That's true TIGER is a range of addresses which are interpolated when you geocode. It could be perhaps used for geocoding and only addresses with above a certain match rate would be used. It wouldn't be any further off than some of the GNIS data. People could then reposition it.
I'm torn on whether or not this makes sense to do though.
