Would it be acceptable to import this data set? Is there any way I could overlay it with the existing data to see which roads are there already? I'm aware of the usual tools like JOSM, but they only allow me to get the data for a small area and I don't want to download planet.osm just for that.
If you feel that the PD dataset is of sufficient quality, that should be fine. Cloudmade has a pre-built country extract for Belize that looks to be small enough to conveniently load into JOSM:
