There are many good-sized cities in the US with very few edits. I'm tempted to propose an

from a few of these. Leave everything else in place. Then do some outreach/publicity in
these cities and a few others of comparable size, situation, and mapping activity, and
then observe the subsequent mapping rates.

A good time to do this is in conjunction with the ODBL conversion - when we remove the edits of those who can no longer be contacted or who do not agree to the new terms. That way the consumers such as navigation apps, etc will already be prepared for the loss of usable navigation. Even in "Bad TIGER" cities, the interstate highway system is often in good condition. It would also be good to choose a city with poor TIGER road alignment to remove the unedited data.
