You might also want to take a look at this program 
(https://wiki.openstreetmap.org/wiki/Splitter). You can specify it to have a 
certain number of nodes as the maximum, and it divides the data into enough 
rectangles to meet the conditions. It also handles relations and multipolygons 
well.
