Do you use the Tagging-Tables, which are documented on https://wiki.openstreetmap.org/wiki/Sardegna/Import/Edificato , for the import? If you do this, will there be any problems by adding an extra tag 'building:use=' ?
So you can specify the official descriptions?
I don't know if I guess right, but IMHO the descriptions "edificio della provincia" [0115], "edificio della regione" [0116] and "muncipio" [0113] could be specified with the tag 'building:use=government'. Furthermore I would add for all churches/chapels the tag 'building:use=religious' and for schools and kindergartens 'building:use=education'.
Some more suggestions are:
stazione di polizia [0106] --> building=yes , amenity=police , building:use=civic
stazione pompieri [0108] --> building=yes , amenity=fire_station , building:use=civic
edificio ospedaliero [0118] --> building=yes , amenity=hospital , building:use=medical
edificio postale [0119] --> building=yes , amenity=post_office , building:use=service
tribunale [0123] --> building=yes , amenity=courthouse , building:use=civic
I would use the simple 'building=yes', because in my opinion the key 'building' should describe the type of the building and with 'building:use' you can describe the use of a building.
For gradinata del campo sportivo [02] in table 'Classe: 02 - MANUFATTI DI IMPIANTI SPORTIVI (ST 02 TE 02 CL 02)' I would add additionally to the tag 'building=yes' the tag 'building:use=sport'.
If you want I can insert these suggestions on the wiki-page to discuss them there.
