Hi all,
Okay I got it finally. Maybe we could express this unambiguously here:
https://wiki.openstreetmap.org/wiki/Relation:boundary#Relation_members
Having the label nodes as members of the relations anyway, does not
harm, I guess. It's helpful when showing boundary, like here
https://www.openstreetmap.org/relation/7849690

Hi, Johannes:
Paul means that OSM Carto doesn't render members with role "label".
You have added nodes with the tag place=suburb. And they are
"label"-role members of their respective relations. OSM Carto renders
them because they are tagged with place=suburb, not because their role
as label in boundary relations.
Cheers,
Rafael.

so the suburbs exist now, but no label is shown for them in Carto.
It seems that explicit label nodes are needed, although they are
documented as being optional here:
https://wiki.openstreetmap.org/wiki/Relation:boundary#Relation_members
Label nodes are not used by OpenStreetMap Carto, the default style on
osm.org.
I have added the respective label nodes, and now all labels are shown
at the given positions, in the default style on osm.org. So what do
you mean by "not used"? That it does not care whether they are
members of the boundary relation, and just renders the nodes
independently?
