If the data is now under CC0, and the import is of good quality (both data and process), as it seems to be, you can go ahead with the import.

This is the good way to do things: discuss them with the community to check if there are any caveats (license, data, tagging, process, etc.) before proceeding with it.

Just in case you are still waiting for the confirmation: as the data is
now licensed under CC0 and it has been generated by the Generalitat de
Catalunya themselves, it can be imported into OSM if you follow the rest
of the import guidelines.

Hope that other public administrations in Spain and elsewhere will
follow this example and start licensing under CC0 instead of the custom
licenses for their open data.
