First they mentioned terms making data ineligible for import into OSM and then
had "information can be integrated into OpenStreetMap      cartography".

It was self-contradictory.

As I understand, it was relicensed to CC0 and problem was removed.

Yes, but data with for example "can not be used for evil purposes" copyright is 
not eligible for import 
into OSM, due to an incompatible license.
