I am not questioning your bonafides. 

I first thought that your problem is because you are using a character meant for
use by the Assamese language from within Bengali; obviously, that ought not and

I am not still not clear if the problem exists while using the INSCRIPT 
(or any other) keymap. If you have problem with other fonts and the issue 
is independent of fonts; there is indeed a good reason to ask the Unicode
list - there is probably some issue with the standards. That is of course, 
assuming that the entire rendering system - fonts, rendering engine, 
applications etc. are fully standards compliant. 

AFAICT, the UTC (the Unicode Consortium) is transparent and does accept niche
cases like yours.

If possible, somebody will package it for the distros.

Whatever makes you think that other people will have no use for Sanskrit <> BN
transliteration?

OTOH, if Sanskrit <> Bangla transliteration requires a specific character, 
which is not currently available in the standards, it is up to you, as a user
of that specific use case, to take up the issue with the UTC. 

In the meanwhile, yes, the PUA is the only way out. Once the standard is 
established, the fonts can contain dual mapping (both PUA and the codepoint
pointing to same glyph). This is something possible in OpenType layout.

This is is what having me confused - what is wrong with this particular 
character? If you have already mentioned, kindly point me to the message
date / time. I seem to have missed it.  

Is it the inability to form conjunct / join with virama problem? If so, would 
not
this problem be solved by redifining the rules in rendering engine? (pango / 
kdelibs?)
