Is "backupall" a command or you are talking about an arbitrary backup process?
The "vos backup" or "vos backsys" commands would not increase the count.
Other file backup programs (such as ADSM) would increase the count, but not
likely only by "1". I think the file backup/virus check/garbage collection
programs should avoid entering a volume if it had not been updated since
last cycle. Otherwise, they are unnecessarily intrusive in changing the
state of the volumes.
