Then, it depends....
You could use the TCL script if you can find something to tell the script 
which ones you want to commit (like a file name or extension). I am not sure 
if it can be interactive - so it would search for modified files and ask you 
if you want to commit or not... You could also write a console app to do 
that and bypass WinCvs...

I don't know any other way, sorry, it seems you will have to do it 
one-by-one :(
