If they're running simulaaneously over the network, possibly. Have you tried running
in pserver
mode ('ntservice -test' if you don't want to install it properly yet), and doing it
that way?
What is the wincvs setup? If it's 'local directory' then you're not using the new
cvs.exe, as WinCVS
has its own copy in a cvs2ntlib.dll. cvsnt comes with cvsnt2slib.dll which WinCVS can
be set to use instead...
this is usually a little more up to date.
