If you think VSS does what you want, then you might be better off with it.  If your 
company is
prepared to pay there are lots of source control programs...  CVS is 'free' (in both 
beer and speech),
and you both gain and lose...  $0, but you may occasionally need to get your feet wet 
sorting out little
buglets & submitting them as patches (alternatively you could view the ability to fix 
bugs as an advantage).

CVS is really good at large projects.  I believe VSS doesn't support proper branching, 
so developers can't
work on their own parts of the project independently of anyone else (I'm not a VSS 
expert so I don't know
how they get around  this...  Branching was an absolute requirement here which is what 
started the cvsnt
project).  I actually found its user interface rather clunky, but then that was 
probably due to lack of
familiarity than and particular design problem.
