The purpose of SILO was not to reduce property, perhaps to stop
increasing, but not reduce it.  I have not read all 99 counties actual
wording on their SILO, but wright county said that it may have the effect
of maintaining property tax levels as the need for funding for schools
would be supplemented.

Hamilton Counties, I believe, does pay down in some form the local property taxes with current SILO money. After reading through HF 2663 it appears that this money will still only be able to be spent in the same fashion as our current SILO funding statement shows. For example, still no software.
