Just as a data point, we're running 3.8.x, user/<user>/#sieve mailboxes are definitely present, but we don't have any <user>.dav files.

Scripts are located under the <sievedir>/uuid/ structure corresponding to mailbox locations, and also in the <user>/#sieve folder location, along with cyrus.annotations, cyrus.cache, cyrus.header and cyrus.index.

"cyr_info conf" doesn't show any overrides for sieve-related directives except for sievedir.

Definitely built with httpd enabled, though not currently in use.
