The SMTP does not ever send mail - that is the job of the POST Server. When
the POST Server finds a new message to be sent it inserts the message
information into its internal queue. When a thread is available it spawns a
thread to send the mail. If the mail delivery fails the message delivery
time is increased from the current time according to the server setting.
As for local/non-local it is up to the SMTP Server or whatever process you
have for putting mail into the POST queue to determine if the mail is local
or not. At any rate, whatever makes it into the POST queue should be only
non-local mail. If the mail is local in POST versions less than 1.5 then
the mail is sent from the POST Server to the SMTP Server for local delivery.
POST version 1.5 has Smart Delivery so the POST Server can save local mail
if need be.
