It appears that the character is not an ASCII apostrophe, as you've shown it, but a Microsoftian curly apostrophe (as opposed to a Unicode curly apostrophe). It's an 8-bit character, so the sending mail client encodes it, and the receiving mail client should decode it when presenting it to the user. -- Keith C.
