One question, why isn't inkscape.pot on the trunk? If the user has to create the template him/herself, one has to checkout the SVN trunk and run "make update-po", which can be a hell of work for people not familiar with it. In fact, I think from my experience some translators aren't hackers, so they feel comfortable translating, but checking a module can seem too complicated to start with. Even when a translation exist, sometimes you need the .pot too to merge changes.
