The RSA keys should be generated during the migration.
Did you run
rake install
and did you start out with a clean (empty) database?
You'll want to wipe the database, delete the RSA keys you copied over and
re-run the install task as the creation of the admin account will depend on
the RSA keys.
Let me know if you still run into the issue (and if you do or don't see any
errors running rake).
