I've had to deal with mixed Windows-Unix development enough to always
immediately suspect EOL/return character issues.

Ideally, you should run "rake install" on every installation so that they do
have different RSA keys.  If you need to move or copy an installation,
you'll need to move both the database and the application directory so that
the keys and encrypted passwords are kept in sync (along with the photo file
references and the contents of public/photos/*).
