If you have a lithium battery (I don't know what the Inspiron has), then you
don't have to worry about how or when to discharge. You fill it up whenever
you can. I've had a lithium battery in my Toshiba 510CDT for about a year
and a half and it's been great.
With nickel cadmium, you do need to discharge completely or else the "memory
effect" may come into play and the battery will lose capacity. All my
older, nickel cadmium batteries stopped working after 2 to 3 years.
