I just installed RedHat 5.1 on my Inspiron about 2 weeks ago,
and I experienced similar problems. My problem seemed to be rooted in
the fact that RedHat doesn't recognize the PCMCIA card at installation
time, so I had to patch it. You can get/install the proper PCMCIA
code from

http://hyper.stanford.edu/~dhinds/pcmcia/doc/PCMCIA-HOWTO.html

Just follow the directions. Make sure there is a "yes" in
/etc/sysconfig/pcmcia.

Next you'll need to configure your network settings (i.e. in
/etc/hosts, /etc/resolv.conf, /etc/pcmcia/network.opts). Then just do
a /etc/rc.d/init.d/pcmcia start and you should be up and running.

As it says in the HOWTO, when PCMCIA services start up, you
should get 2 high-pitched beeps to indicate that 1) a card is present,
2) the card is recognized by PCMCIA. A high-pitched beep followed by
a low-pitched beep means that PCMCIA services are running and a card
is present, but PCMCIA doesn't recognize it. I'm pretty sure that the
current versions of the PCMCIA support your card though ...

        Good luck!
