Wow, that actually DOES sound like a hardware fault..especially since 
there is no keyboard lock on the dell inspiron.  I am wondering if there 
isn't an interupt problem.  Keyboard locks an interupt internaly in the 
machine (I think) which is waht causes the keyboard not to type...it 
disables the keyboard interupt so the CPU won't take its input.  That at 
least is how I have hear it discribed.  Have you tried setting it back 
to its default values or selecting set to default in the BIOS?  Lacking 
that I am wondering if (and I hesitate even to mention it since I have 
NEVER even had the cover of this one of mine) you couldn't short the 
bios battery to reset the bios completely.  THat may take care of it 
also.
